What is the program called that organizes your desktop in Vista?

What's the program that's like the desktop organizer in Windows Vista. That when you start your computer a window pops up with different settings & stuff you can choose from & if you x it out I think it becomes a bar at the top of the screen in the middle of the screen. Does this sound familiar to anyone? I bought a Compaq Presario PC a few months ago & it came with it. I deleted the program thinking doing so would improve functionality but now I'd like to get it back & forget what it's called. I think it may have been by HP though for some reason. I think it also puts a search engine thing in the bottom of your screen that links to yahoo or something.
