How can I get rid of mange safely and without spending a lot of money?

Mix some water with vinegar. Vinegar will kill the fleas and not your dog. Also, fill up three of four bowls of water and put it around your house, preferably around were your dog is and check all the water bowls the next day or so and you will most likely find some fleas that were jumping around that drowned in the water.
