I adopted a shar pei/chihuahua mix whos hair is falling out!took him to the vet couldnt find wuts wrong!HELP!?

He was tested for mange but tested negative, the problems began with flacky skin and the developed into bald spots I just gave him a bath and his hair is falling out REALLY bad please help!!!! Im freakin out!
