I think my goldfish is sick. swollen, blood spot, shaky swimming.?

he is quite swollen but has been for a while, he swims shakedly and unbalanced. he has a blood spot on his left gills. please help! he doesnt have pinecone scales. he has always lived in a bowl but today i put him in a tank that iv'e had for a month. is that bad?
